SPF-PFS Project Manager
The Kansas Strategic Prevention Framework-Partnerships for Success for States (SPF-PFS) Project Manager will support KDADS substance use prevention activities by implementing the grant. This position will be supervised by KDADS/BHS Prevention Program Manager. Duties will include contracting and overseeing statewide implementation of the grant goals, coordinating and/or facilitating assigned prevention project(s), which may include, but is not limited to, support for project timeline and deliverable tracking, team meetings, training, materials preparation, and promotion of services/strategies/activities.
This position works closely with state and local partners focusing on system-level changes to improve substance use prevention efforts in the state of Kansas. This includes overseeing activities relating to building partnerships between youth and young adult serving agencies and individuals and families/caregivers, implementing strategies across the prevention continuum.
The Project Manager in this position communicates regularly and closely collaborates with sub-recipients, contracted providers, and key stakeholders at the state, county, and local levels. They assess training and technical assistance needs and provide and coordinate training activities as needed.
In addition, they perform the following tasks:
• Managing and providing oversight for the grant across Kansas.
• Functioning under very general direction to plan, direct, and evaluate programs; assist in the budgeting process; implement program strategies; and evaluate program effectiveness.
• Responsible for overseeing data collection and grant reporting within strict deadlines.
• Determining/implementing program goals and objectives established to support the program.
• Formulating ongoing progress and data reporting and communicating progress to SAMHSA and all other partners as required.
Job Responsibilities may include but are not limited to the following:
Program Compliance and Improvement
Compile and prepare agreements for the KDADS concurrence process. Track and aid the approval process of agreements. Compile, review and provide feedback for all Kansas Strategic Prevention Framework-Partnerships for Success for States (SPF-PFS) grant and contract budgets, budget revisions and monthly fiscal invoices. Monitor monthly finance reports for agreements and provide feedback for fiscal planning. Monitor grantee and contractor programmatic reporting, and compile and distribute reports. Works in cooperation with the Prevention Program Manager to ensure that all prevention activities carried out by contractors, grantees, and vendors is in compliance with agency policies as well as state and federal laws. Assist in monitoring and providing oversight to discretionary prevention grants and contracts.
Program Coordination and Development
Work with Prevention Program Manager and other staff to establish operating procedures, objectives, and goals for Kansas Strategic Prevention Framework-Partnerships for Success for States (SPF-PFS) grant and Prevention program. Respond to requests for technical assistance and other inquiries from contractors and sub-recipients. Review and approve provider grantee work plans. Review and ensure monthly progress toward deliverables. Write reports and application narratives as assigned. Support special projects, committees, and workgroups as assigned.
Additional Responsibilities
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary, included but not limited to grant writing.
